Membership and authority
Confusion between taking part and having authority is how claims outgrow facts. This page sets out how The Global Risks Alliance (GRA) keeps four states apart wherever its name appears: participation, endorsement, admission and legal power. An enquiry is not membership; an application is not acceptance; membership is not authority; and a name on a page is not an endorsement. This page belongs to trust and integrity.

The short answer.
Membership and authority are kept apart at GRA: participation, endorsement, admission and legal power are four different states. An enquiry is not membership, an application is not acceptance, membership is not authority and a name on a page is not an endorsement, and GRA holds no public authority.

Four states that are never the same.
- 01
Participation is not authority
A member, council participant or contributor cannot speak for GRA, a consortium or a public authority.
- 02
Readiness is not approval
A dossier states fitness for a next step. It is never a rating, a certificate or a decision.
- 03
Visibility is not endorsement
A name or logo on a GRA page, or GRA's name on another page, endorses nothing.
- 04
Stewardship is not execution
GRA stewards evidence and cooperation; execution stays with the competent actor.
Each step is its own step.
| This | Is not |
|---|---|
| An enquiry | Membership, an application or an engagement |
| A submitted application | Acceptance as a member |
| Membership | Authority, an appointment, a council seat, an endorsement, regulatory standing or data access |
| A contribution or fee | Influence over a finding, an appointment or access to restricted data |
| A name shown on a GRA page | An endorsement by GRA, or of GRA |
| Readiness evidence | A financing or underwriting decision |
GRA holds no public authority.
No supervisory role
GRA supervises, regulates and licenses no one, and offers no privileged access to any authority.
No certificates
GRA certifies no person, product, project or institution, and a learning completion record is not a licence.
No transactions
GRA is not a party to any financing, cover or investment decision, and acts as no one's agent.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Membership | The status of a person or institution admitted under published rules; at GRA it confers participation in professional work and no authority, endorsement or access to any transaction. |
| Regulated activity | An activity, such as lending, insurance underwriting, investment advice or arranging deals, that the law allows only to authorized firms under supervision. |
| Claim ceiling | The strongest statement a page may make about a capability, set by the evidence on record; without operating evidence a page describes a design or an integration, never readiness. |
If GRA's name is misused.
If you see GRA's name used to suggest endorsement, membership or authority that does not exist, report it to integrity@globalriskalliance.com. Supervisors and other public officials are not members; they may take part in open GRA work only in their official capacity. Start with an enquiry.
The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
