Fig.The Nexus cycle, from question to renewal. Design, not a record of a run.
The short answer.
Decide is step seven of the eight-step Nexus cycle: the step at which competent authorities and institutions decide under their own rules, with handoffs through Nexus Rails. It is owned by competent authorities and institutions, with handoffs through Nexus Rails. At this step GRA prepares readiness files for independent review; it never approves, lends or invests, and the decision at the end of the cycle stays with the competent authority.

Competent authorities and institutions, through Nexus Rails
Decisions stay with competent institutions.
| Decision | Who holds it |
|---|---|
| Lending | The lender's credit committee |
| Underwriting | The insurer under its licence |
| Instrument choice for public risk | The ministry of finance |
| Capital and supervision | The supervisor |
GRA's part ends before each of these decisions. It hands over evidence only at the owner's direction, takes no fee tied to any transaction and keeps a record of what was released, to whom and when; see readiness handoff.
