GRA in the Consortium
The Global Risks Alliance (GRA) is one of three pillar not-for-profit institutions that lead Nexus Consortiums. The Global Centre for Risk and Innovation (GCRI) supplies the evidence, The Global Risks Forum (GRF) governs the annual test, and GRA reads that evidence for finance, insurance and development readiness. GRA's place in the programme is precise: it is accountable for turning risk evidence into diligence material that competent financial institutions can review, never an approval or a transaction. This page explains that role within GRA as an institution.

The short answer.
GRA's role in the Consortium is to read the evidence of Nexus Consortiums for finance, insurance and development readiness: GCRI supplies the evidence, GRF governs the annual test and GRA turns risk evidence into diligence material for competent institutions. The page sets out where GRA contributes step by step and what it never holds.

One programme, three institutions, separate responsibilities.
Nexus Foundry is operated at national and regional level by Nexus Consortiums through their host and lead organizations, within a multilateral programme led by three pillar not-for-profit institutions, GCRI, GRF and GRA, on a public-private-planet partnership.
| Institution | Accountable for | Works with GRA by |
|---|---|---|
| GCRI: GCRI Canada, its lead organization, and GCRI US, its United States institution | Evidence, methods and technical assistance; GCRI Canada is the Consortium Secretariat and global contracting party | Supplying the hazard, dependency and exposure evidence that GRA reads for finance |
| GRF | Leadership, institutional dialogue and governance of the Nexus Universe annual programme | Governing the annual test, in which a finance and insurance readiness track is designed for GRA's contribution |
| GRA | Finance, insurance and development readiness | Turning risk evidence into diligence material, never an approval or a transaction |
Where GRA contributes, step by step.
- 01
Agenda formation
GRA's readiness process is designed to identify financial transmission, protection gaps and diligence requirements for candidate missions, without selecting or recommending investments.
- 02
Organize
Sector professionals in GRA's specialist financial network read the evidence for its financial meaning.
- 03
Annual test
Finance and insurance readiness is one of the planned tracks of the exercise week of Nexus Universe, governed by GRF: one year of work, one month to build, one week to test and a planned stand-down, with review and corrections continuing afterwards. See the Universe finance-readiness programme.
- 04
Publication
GRA's analysis is designed to inform the finance and insurance chapter of the annual Nexus Reports flagship: protection gaps, fiscal and operational transmission and diligence questions.
- 05
Decision
Lenders, insurers, investors and public authorities decide independently, under their own authority. GRA's role ends before that point.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Readiness file | A document set describing a programme's evidence, risks, governance and data so that a competent institution can carry out its own independent review; it is not an approval, rating or offer of finance. |
| Public-private-planet | The Consortium's term for cooperation that brings public institutions, private actors and the condition of natural systems into the same decision, so that costs to nature are counted. |
| Regulated activity | An activity, such as lending, insurance underwriting, investment advice or arranging deals, that the law allows only to authorized firms under supervision. |

The readiness interface
Its counterparties are competent financial institutions, supervisors, public finance authorities and the domain teams that own the evidence.
Authority over others
GRA is not the legal parent, agent or treasury of any consortium, and no consortium speaks for GRA.
