Sovereign and public financial risk
This page sets out how The Global Risks Alliance (GRA) researches the risks that reach public balance sheets, and why it keeps fiscal questions separate from investment questions. Fiscal research asks how shocks affect a government's spending, revenue and contingent liabilities. Investment questions, such as the value of sovereign debt, belong to investors and their advisers, and GRA does not answer them. Findings are listed here as they are released after review. This page belongs to research and intelligence.

The short answer.
Sovereign and public financial risk research at GRA asks how shocks affect a government's spending, revenue and contingent liabilities, and keeps those fiscal questions apart from investment questions such as the value of sovereign debt, which belong to investors and their advisers. Findings are released after review.
Hazard geography and debt that can pause.
Hazard geography by country beside a debt clause that pauses payments after a disaster. Design index, not a rating.
Fiscal and investment risks, kept apart.
| Fiscal question (GRA researches) | Investment question (GRA does not answer) |
|---|---|
| How much of a hazard loss would fall on the budget? | Should an investor buy or sell this government's bonds? |
| Which contingent liabilities could be called, and when? | What is the fair spread or rating for this issuer? |
| How do frequent and rare losses differ in fiscal impact? | Which instrument or provider should a government choose? |
| Which exposures are shared with domestic banks and insurers? | Is this sovereign creditworthy? |
Keeping these apart prevents fiscal evidence from being read as an investment view, and protects the independence of the research.
State-contingent debt and disaster finance in the record.
| Instrument | What it does | Public record |
|---|---|---|
| Climate resilient debt clauses | Defer principal and interest after a qualifying disaster | World Bank, some bilateral and private lenders |
| Catastrophe bonds issued through the World Bank | Transfer severe earthquake or cyclone risk to investors with parametric triggers | World Bank Treasury transaction records |
| Contingent credit lines | Provide liquidity after a declared disaster | World Bank Cat DDO and regional development bank equivalents |
| Regional parametric pools | Pay on index triggers for member governments | CCRIF SPC, African Risk Capacity, PCRIC, SEADRIF |
Hazard geography by country.
Research sets each instrument's trigger geography beside the country's hazard and exposure, to show which events it would respond to. Work continues at Public Finance and Sovereign Debt.
What the fiscal research covers.
- 01
Contingent liabilities
Explicit and implicit obligations to state enterprises, public-private projects, deposit schemes and financial institutions.
- 02
Disaster fiscal exposure
Relief, reconstruction and revenue loss under stated scenarios, linked to catastrophe and protection gaps.
- 03
Sovereign and financial links
Domestic banks' holdings of government debt and the feedback between bank and sovereign stress.
- 04
Risk layering
How governments can think about retaining frequent losses and preparing for rare ones, described in general terms.
What fiscal research can and cannot show.
Describe exposure
Set out the channels, the evidence state of each and the questions a finance ministry would need to answer.
Judge policy or credit
Assess a government's policy choices, rate its debt or forecast default. Implicit liabilities are often unknown and are shown as unknown.
Where this research is used.
The channel overview is on sovereign and fiscal exposures; readiness work on sovereign fiscal context and disaster risk finance. The sector community is Sovereign Capital Nexus, and a proposed Public Finance and Sovereign Debt community is in development. The Global Centre for Risk and Innovation (GCRI) describes the public-finance field on sovereign and public finance. See also country financial-readiness views.
