Regional programmes
Nexus Consortiums organize their geography into six programme regions, with fifteen planned hubs as coordination roles, not offices. Each region shares systems that cross borders: river basins, power networks, trade corridors and digital infrastructure. The Global Risks Alliance (GRA) offers the financial perspective on that regional work, setting out the questions a region's financial institutions and public finance authorities would ask. All six regional programmes are forming. See Global engagement.

The short answer.
GRA regional programmes are its financial perspective on the six regions of Nexus Consortiums, setting out the questions each region's financial institutions and public finance authorities are designed to examine on shared basins, power networks, trade corridors and digital infrastructure. All six regions are forming, and the fifteen planned hubs are coordination roles, not offices.

Regional risk pools on the public record.
Pools pool risk across members, which lowers the cost of transfer. GRA has no role in any pool.
| Region | Pool |
|---|---|
| Caribbean and Central America | CCRIF SPC |
| Africa | African Risk Capacity |
| Pacific | PCRIC |
| Southeast Asia | SEADRIF |
Each pool publishes how its triggers are defined, which members participate and how contingency plans govern the use of funds. GRA reads those public records beside hazard maps to show, region by region, where basis risk and uncovered losses remain.
How GRA reads a regional system.
- 01
Start from the shared system
A basin, a power pool, a corridor or a cable route, as the regional evidence describes it, with its owners and limits.
- 02
Trace financial transmission
Which sovereign, banking, insurance and investor balance sheets depend on it, and through which channels.
- 03
Record what is missing
Exposure data, insured values or counterparty maps that a competent institution would need, written down openly.
- 04
Keep national control
Each country keeps control of its data and its decisions; regional comparison never merges data or authority.
Forming, and stated as forming.
- All six regional programmes are in formation; only North America has a recorded host: The Global Centre for Risk and Innovation (GCRI), as Consortium Secretariat in Toronto.
- The fifteen hubs are planned coordination roles; a planned hub is not an operating site.
- Countries in a region are research coverage, not GRA members, offices or partners.
- Some countries take part in two regions: North African states in Africa and the Middle East and North Africa, and Mexico in North America and Latin America and the Caribbean.

Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Regional risk pool | A shared insurance facility, such as CCRIF SPC, that gives member governments parametric cover. |
| Transmission channel | The route by which a shock reaches financial institutions' balance sheets. |
| Programme status | The recorded state of a programme on Nexus pages: exploring, forming, constituted, active, paused or archived. A plan is never presented as an activity. |
