Lawful handoffs

Good preparation is lost when it reaches the wrong party or arrives without its limits. A handoff is the documented release of a readiness dossier by The Global Risks Alliance (GRA) to a competent regulated party, made only at the programme owner's written direction, to a party the owner chooses. The receiving party reviews the dossier independently and decides under its own authority. GRA introduces no one, recommends no counterparty and takes no fee tied to any transaction. This step closes Finance and insurance readiness.

01In brief

The short answer.

A lawful handoff is the documented release of a GRA readiness dossier to a competent regulated party, made only at the programme owner's written direction to a party the owner chooses. The receiving party reviews it independently and decides under its own authority; GRA introduces no one and takes no transaction-based pay.

05Competition law

Why handoff is one-to-one.

A dossier goes to the party the owner names, one at a time or in parallel by the owner's choice, never through a GRA meeting of competitors. That keeps price, capacity and terms out of any collective setting, consistent with GRA's competition and antitrust safeguards. Governance of the wider handover between public and private actors is discussed at GRF private-public cooperation.

06Sequence

Four steps, each one recorded.

  1. 01

    Written direction

The programme owner names, in writing, the party that should receive the dossier. GRA does not suggest one.

  2. 02

    Agreement to review

The receiving party agrees to review the dossier and to the terms on which it receives the data.

  3. 03

    Release with limits

The dossier goes out with its version, evidence labels, open questions and any restrictions on use or onward sharing.

  4. 04

    Release record

GRA keeps a record of what was released, to whom, when and on what terms. Its role ends there.

07Who receives

Competent parties, deciding under their own authority.

Lenders

Banks and development lenders

Review credit questions under their own mandates and criteria.

Insurers

Licensed insurers and reinsurers

Review exposure and protection-gap evidence under their own underwriting authority.

Authorities

Public finance and supervisors

May use evidence they receive or that is published; no participant gains privileged access to any authority.

GRA can describe the kinds of institution that usually review such questions. It never solicits, introduces or recommends a particular lender, insurer or investor.

08Boundaries

Why the handoff is lawful by design.

  • No introduction of counterparties and no negotiation, arrangement, placement or execution of any transaction.
  • No pay tied to any transaction, and no money held or moved for anyone.
  • No assurance that the receiving party will proceed.
  • The wider line is drawn on Regulated-activity boundaries and Non-execution boundary.

11Questions

Questions and answers.

Will GRA introduce us to lenders, insurers or investors?
No. If you direct it in writing, GRA can release a dossier to a party you choose, with a record of what was released. It receives no fee tied to any transaction and gives no assurance that the receiving party will proceed.
Can the receiving party share the dossier further?
Only within the terms set at release, which reflect the rights the owner granted. Confidential data is never shared with another member or participant.
What if we change our mind?
You may withdraw at any stage and ask for your data to be returned or deleted within agreed terms. Concerns go to integrity@globalriskalliance.com.
