Sovereign fiscal context
Hazards, outages and supply failures reach public finances as reconstruction spending, contingent liabilities, revenue loss and higher borrowing costs. The Global Risks Alliance (GRA) prepares fiscal context for those questions: how a public balance sheet is exposed, which public priorities compete for the same resources, and which authority is competent to decide. It respects that fiscal choices belong to governments. It gives no sovereign rating, debt advice or financing recommendation. This work is part of Finance and insurance readiness.

The short answer.
Sovereign fiscal context is GRA's preparation of how hazards, outages and supply failures reach public finances, as reconstruction spending, contingent liabilities, revenue loss and higher borrowing costs, and which public priorities compete for the same resources. Fiscal choices belong to governments, and the work is context, not prescription.
Hazard geography and debt that can pause.
Hazard geography by country beside a debt clause that pauses payments after a disaster. Design index, not a rating.
How shocks reach public finance.
| Shock | Fiscal channel |
|---|---|
| Climate and hazards | Reconstruction spending, contingent liabilities, revenue loss |
| Cyber and operational | Disrupted payments and public services |
| Energy and infrastructure | Liabilities linked to utilities, subsidy and recovery costs |
| Trade and supply chains | Import prices, tax revenue, food and fuel subsidies |
| Health shocks | Health spending, social protection, debt service |
Channels describe mechanisms, not measured strengths or probabilities.
Public finance tools the context draws on.
| Tool | Owner | What it contributes |
|---|---|---|
| Public Investment Management Assessment, including its climate module | IMF | How public investment is planned, allocated and implemented with climate risk considered |
| Fiscal risk statements | Ministries of finance, following IMF guidance | Disclosure of contingent liabilities including disasters and state-owned enterprises |
| Debt sustainability analyses | IMF and World Bank | Debt paths under baseline and stress, including disaster shocks for vulnerable countries |
| Climate resilient debt clauses | World Bank and other lenders | Payment deferral after qualifying disasters for eligible borrowers |
Public assets have addresses too.
Sovereign exposure begins with public assets and services: schools, hospitals, roads, utilities, and the population that depends on them. Mapping them against hazards gives the reconstruction liability; adding revenue geography gives the tax base at risk. GRA presents the result as fiscal context for the authority's own analysis. Work continues at Public Finance and Sovereign Debt.
Context, not prescription.
Fiscal exposure is one input among many. A finance ministry weighs resilience against health, education, debt service and other priorities, under its own laws and accountability. Fiscal context is designed to help that weighing by setting out exposure, layering and data gaps clearly, without ranking a government's priorities or suggesting what it should borrow, spend or transfer.
What fiscal context is built from.
- 01
Officially reported data
Budget, debt and public asset data cited to the competent authority and date, with revisions noted.
- 02
Modelled exposure
Hazard and loss estimates from the science, read with their method, inputs and uncertainty range.
- 03
Scenarios
Compound shocks run against public finances, compared across scenarios rather than reduced to one number.
- 04
Unknowns
Gaps in asset registers or contingent liabilities, shown as gaps and never as zero.
