Country financial perspectives

A country financial perspective from The Global Risks Alliance (GRA) reads source-backed evidence about a country for its financial meaning: fiscal exposure, protection gaps, sector transmission and open diligence questions. Every perspective is explicitly non-official. It is not a sovereign rating, not a government position and not a constituted national programme. No country perspective has been released yet; this page sets out what one is designed to contain and the conditions for publishing it. See Global engagement.

01In brief

The short answer.

A GRA country financial perspective reads source-backed evidence about a country for its financial meaning: fiscal exposure, protection gaps, sector transmission and open diligence questions. Every perspective is explicitly non-official, not a sovereign rating, a government position or a constituted national programme, and none has been released yet.

02Spatial finance

Hazard geography and debt that can pause.

Hazard geography by country beside a debt clause that pauses payments after a disaster. Design index, not a rating.

Countries by their exposure to coasts, cyclones and earthquakes, beside a debt clause that pauses payments after a disaster.Geometric design index, not a rating; a reference bond, not any issuer's terms.
03What a perspective holds

The structure each perspective is designed to follow.

  1. 01

    Scope and status

The country, the question, the date and a plain statement that the perspective is non-official.

  2. 02

    Sources

Each source with its owner, date and evidence label: observed, officially reported, institution-reported, estimated, modelled, forecast, scenario, expert judgement or unknown.

  3. 03

    Financial transmission

How identified shocks could reach credit, insurance, markets and public finance, described as mechanisms, not measured strengths.

  4. 04

    Protection gaps and fiscal exposure

What appears uninsured, why it matters and what the data cannot show.

  5. 05

    Open questions

What a competent institution would still need to know, written down openly.

04Inputs

Public records a country perspective cites.

RecordOwner
Debt sustainability analysisIMF and World Bank
Financial Sector Assessment Program reportsIMF and World Bank
Fiscal risk statementMinistry of finance
Disaster loss databaseNational disaster authority, often via DesInventar
Insurance market statisticsInsurance supervisor

A perspective cites each record with its date and evidence label, separates fiscal questions from investment questions, and is published only when the country's own evidence supports it.

05Conditions

When a perspective can be published.

  • Every figure carries a dated, sourced record; missing data is shown as missing, never as zero.
  • Officially reported data is cited to the competent authority and date, which names a source type, not an endorsement.
  • Where a national programme exists, its evidence is used only with the owner's permission.
  • The perspective passes review, and its corrections are kept as recorded versions.

A country research profile is not a constituted national programme, and a country named on a GRA page is not a GRA member, office or partner.

06Readers

Who a perspective is written for.

A perspective is written for professional readers who must form their own view: credit and sovereign analysts, insurers and reinsurers assessing protection gaps, development lenders preparing a programme, and finance ministry staff examining contingent liabilities. It gives each of them the same labelled evidence and the same list of open questions. It does not tell any of them what to decide, and it offers no reader privileged access to any authority or any other reader.

Perspectives are published where review and rights allow. A perspective that concludes the evidence is insufficient says so, and that finding is recorded rather than smoothed over.

08Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Fiscal riskThe possibility that fiscal outcomes differ from expectations because of shocks or contingent obligations.
Protection gapThe share of economic loss from an event or risk that is not covered by insurance and falls on households, firms or public budgets.
Contingent liabilityAn obligation that becomes due only if a particular event occurs, such as a called guarantee.

10Questions

Questions and answers.

Is a country perspective a sovereign rating?
No. GRA issues no ratings, scores or bankability grades. A perspective labels its evidence and its limits for a reader's own analysis.
Does a perspective reflect a government's view?
No. Each perspective is explicitly non-official. Where it cites an authority's published data, it cites the source and date, and that citation implies no endorsement either way.
Can a government ask GRA to prepare a perspective?
Country and consortium programme enquiries go to the Consortium Secretariat at contact@therisk.global. Finance-readiness questions can go to readiness@globalriskalliance.com. The acknowledgement gives a reference and names the next step.
