Resilience and finance readiness

What readiness means in payments and Market Infrastructure: the evidence, governance and documentation a programme needs before a competent institution can review it independently.

Resilience and finance readiness: payment from instruction to finalityA payment instruction is validated and screened, queued and settled in central bank money when liquidity allows; settlement is final and reconciled; a contingency route takes over if the primary system fails. Design of the process, not a record of a run.

01In brief

The short answer.

Readiness in Payments and Market Infrastructure is the state in which a programme's evidence, governance and documentation let a competent institution review it independently, against frameworks such as Principles for Financial Market Infrastructures (PFMI) and Guidance on cyber resilience for financial market infrastructures. A readiness file is released only at the owner's written direction, and GRA does not approve, rate, underwrite, lend or invest.

02Spatial finance

Settlement dependencies, and what fails with a node.

How a failure at one financial centre can spread through settlement links. Design links, not real dependencies.

Sixteen financial centres, and how a failure at one spreads through settlement links.Design links, not the real dependencies of any infrastructure.
03Readiness

Readiness is not approval.

A readiness file describes a programme's evidence, risks and governance so that an institution can carry out its own review. GRA does not approve, rate, underwrite, lend or invest, and it recommends no counterparty.

04PFMI lens

The principles an FMI is assessed against.

Principle groupExamples
Credit and liquidity riskCollateral, margin, liquidity resources for the largest participant defaults
SettlementSettlement finality, money settlement, delivery versus payment
Default managementRules and procedures, segregation and portability
General business and operational riskBusiness continuity, recovery of critical operations, cyber resilience
Access and transparencyParticipation requirements, disclosure of rules and data
05Recovery objective

The two-hour planning objective.

CPMI-IOSCO cyber guidance asks FMIs to plan to resume critical operations within two hours of a disruption and to complete settlement by the end of the day, even in extreme but plausible scenarios. Readiness evidence documents site geography, power and network diversity against that objective. Topic depth at clearing and settlement.

06Release

Who sees a readiness file.

A file is released only at the programme owner's written direction, to a party the owner chooses, with no fee tied to any transaction.

10Questions

Questions and answers.

Does a readiness file mean finance is available?
No. It supports an independent review by the competent institution, which decides under its own rules.
