Industry scope and publisher

Payments and Market Infrastructure is published by The Global Risks Alliance (GRA), a nonprofit corporation registered in Nevada, United States, operating as a business league for the financial services industry. Its subject community is the payment and settlement community: researchers, professionals and technologists who work on payment systems and financial market infrastructures. This page sets out the platform's scope, its publisher and the legal limits that apply to its work.

01In brief

The short answer.

Payments and Market Infrastructure is a specialist platform of The Global Risks Alliance for financial stability, cyber and digital resilience, and digital public infrastructure. Its mandate covers operational resilience of clearing, settlement, payment systems and financial market utilities. GRA publishes it, answers for its content and takes no decision on anyone's behalf. It is in development at service level R0, and activities open as each is ready.

How Payments and Market Infrastructure is governedA mandate sets the platform's scope; an editor and reviewers govern what it publishes; programmes and the community supply the work; the integrity route handles corrections; authority over decisions stays outside. Design of the governance, not a record.

03Geography

Activity and exposure in the United Kingdom and Ireland.

For industry scope and publisher, in GRA's spatial-finance reading, the map opens on night lights and population density with night lights tonight from NASA GIBS, framed on the United Kingdom and Ireland; every other NASA layer, live feed and forecast waits in the layer list.

The interactive map needs JavaScript; the layer list and sources are below.

05Field and frame

Payments and Market Infrastructure: the field and the rules it is read against.

Payments and Market Infrastructure is a GRA platform in development. Its thesis concerns operational resilience of clearing, settlement, payment systems and financial market utilities. It serves FMI risk and operations staff, payment system overseers, settlement technologists and payment researchers.

07Publisher

Who is responsible.

GRA publishes Payments and Market Infrastructure and answers for its content. As a business league, GRA works to improve conditions across the industry as a whole, not to serve any single firm.

  • Status: in development. Payments and Market Infrastructure is a platform of The Global Risks Alliance (GRA) in development. The current service level is R0: information and enquiries.
  • Why a dedicated platform: the payment and settlement community is distinct from fintech products and from banking, with its own engineering, legal and oversight disciplines.
  • Trust rules: regulated boundaries, data and research and competition and antitrust.
09Competition safeguards

Designed before membership opens.

Payment providers and infrastructures compete in many markets. GRA programmes are designed with competition safeguards: no discussion of fees, pricing, terms or commercial strategy, aggregated data only, agendas and minutes for meetings, and counsel review. These safeguards are set out in a written competition policy that counsel reviews before membership opens. See competition and antitrust.
