Non-execution boundary

The Global Risks Alliance (GRA) prepares evidence. It never acts on it. Every regulated financial activity has an authorized actor who is accountable for it, and GRA's research and readiness work is designed to stay on the evidence side of each line. GRA does not lend, underwrite, rate, invest, advise on or arrange transactions, introduce counterparties, take transaction-based pay, or hold or move money. Readiness is not approval. This page belongs to trust and integrity.

01In brief

The short answer.

The non-execution boundary is GRA's rule that it prepares evidence and never acts on it: it does not lend, underwrite, rate, invest, advise on or arrange transactions, introduce counterparties, take transaction-based pay, or hold or move money. Readiness files are released only at the programme owner's written direction.

05Tests

Questions every GRA output is checked against.

  • Does it recommend a specific security, loan, policy, provider or transaction? If yes, it is not published.
  • Could an index or score be used to determine a payment or price? If yes, it is labelled a design value and withheld from that use.
  • Does it state an opinion on a named entity's creditworthiness? If yes, it is not published.
  • Does it imply that finance or cover is available? If yes, it is rewritten.
  • Related: regulatory boundaries and public claims.
06What GRA is not

No regulated status of any kind.

  • Not a fund, an investment adviser or a broker-dealer
  • Not an insurer, reinsurer or insurance intermediary
  • Not a rating agency, or a body that certifies people, products or projects
  • Not a transaction platform, exchange or payment service
  • Not an agent, finder or introducer for any party
07Release of a dossier

Released only at the programme owner's written direction.

  1. 01

    Written direction

A readiness dossier is released only when the programme owner directs it in writing, naming the receiving party that the owner has chosen.

  2. 02

    No selection by GRA

GRA does not choose, recommend or introduce the receiving party, and takes no fee tied to any outcome.

  3. 03

    Release record

A record states what was released, to whom and on what terms.

  4. 04

    Independent review

The receiving institution reviews the dossier independently and decides under its own authority.

A dossier is evidence for a subsequent, independent financial review. It is never a financing or underwriting decision. The designed process is described on lawful handoffs.

08Connections

Where the boundary is applied.

The boundary is set out beside every service on finance and insurance readiness and summarised on regulated-activity boundaries. Related: membership and authority and conflicts, sponsors and neutrality. If you believe GRA's work has crossed this line, write to compliance@globalriskalliance.com. Across the Consortium, The Global Risks Forum (GRF) sets out decision rights on decision rights and responsibilities.

Start with an enquiry.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
