Consortium finance interface
Within Nexus Consortiums, The Global Risks Alliance (GRA) is accountable for one function: finance, insurance and development readiness. Its counterparties are competent financial institutions, supervisors, public finance authorities and the domain teams that own the evidence. Its question is always the same: what evidence does a competent financial institution need to evaluate resilience needs and possible interventions? This page shows how that interface works across the risk, development and Universe cycles. See Global engagement.

The short answer.
The Consortium finance interface is the one function GRA is accountable for within Nexus Consortiums: finance, insurance and development readiness. Its counterparties are competent financial institutions, supervisors, public finance authorities and the domain teams that own the evidence, and its question is what evidence a competent institution needs to evaluate resilience needs.

Finance, insurance and development readiness.
| Element | As designed |
|---|---|
| Question | What evidence does a competent financial institution need to evaluate resilience needs and possible interventions? |
| Work | Translate physical and operational risk into bounded fiscal, credit, insurance and project-readiness questions; identify protection gaps, uncertainties, safeguards and diligence deficiencies |
| Deliverables | Exposure and protection-gap notes, scenario evidence, a readiness dossier, a diligence-question register and a description of the kinds of institution whose review a programme may need |
| Entry | A research or readiness programme governed through GRA and the Financial Institutions and Regulators pathway |
| Audiences | Development banks, insurers and reinsurers, central banks and supervisors, public finance |
| Boundary | No promise of funding, underwriting, a bankability rating, capital or a transaction. Readiness evidence is not a financing decision |

Evidence moves in one direction for financial use: GCRI's hazard and systems findings are restated by GRA for financial readers, and questions about who should carry residual risk go to GRF. No institution takes another's decisions.
Where the interface meets each cycle.
Evidence to transmission
Hazard, dependency and exposure evidence from The Global Centre for Risk and Innovation (GCRI) is read for credit, insurance, market and fiscal channels. See Financial-system risk.
Programmes to diligence
Resilience programmes are prepared with the evidence, safeguards and data a lender's diligence needs. See Development readiness.
Readiness under test
A finance and insurance readiness track is planned for the exercise week governed by The Global Risks Forum (GRF). See Universe finance-readiness programme.
Who is accountable for what.
- 01
Integrated consortium secretariat
GCRI Canada, within the approved lead mandate: one coordinated programme with separate institutional responsibilities.
- 02
Leadership, convening and Universe governance
GRF, within its instruments, with GRA as the readiness interface.
- 03
Finance, insurance and development readiness
GRA: risk evidence becomes useful diligence material, not an approval or a transaction.
- 04
Every financial decision
The receiving institution, independently and under its own authority.
GRA is not the legal parent, agent or treasury of any consortium. Its institutional role is set out on GRA in the Consortium; GCRI's description of the architecture is on How Nexus Consortium works.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Readiness file | A document set describing a programme's evidence, risks, governance and data so that a competent institution can carry out its own independent review; it is not an approval, rating or offer of finance. |
| Due diligence | The independent investigation a lender or investor carries out before committing finance. |
| Competent authority | The body that a law or regulation designates to exercise a given power or duty, such as a supervisor, a civil protection agency or a ministry; only it can take the decisions the law assigns to it. |
