Strategy 2026–2030
This page describes the development horizon The Global Risks Alliance (GRA) works toward between 2026 and 2030: the institution it is designed to become, the outputs that would show progress and the limits on what any strategy can promise. It is not a forecast and not a set of targets presented as results. Each output is reported only when its record exists, through the institutional annual review. The current service level is R0: information and enquiries.

Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Strategic plan | A document that sets an organization's objectives, priorities and the means of reaching them over a stated period, with the measures by which progress will be judged. |
| Theory of change | A stated chain of causes from a programme's activities to its intended outcomes, used to plan evaluation. |
| Claim ceiling | The strongest statement a page may make about a capability, set by the evidence on record; without operating evidence a page describes a design or an integration, never readiness. |
Within the Consortium's annual rhythm.
GRA's horizon follows the annual cycle of Nexus Consortiums: one year of work, one month to build, one week to test and a planned stand-down, with review and corrections continuing afterwards. The Global Risks Forum (GRF) governs the annual programme and The Global Centre for Risk and Innovation (GCRI) leads evidence and methods. See About GRA, GRA in the Consortium and Nexus Universe at GRF.
