01In brief

The short answer.

The Reinsurance and Catastrophe readiness checklist is a working aid of seven questions a programme should answer before a competent institution reviews it: purpose, evidence, ownership, governance, data, risks and monitoring. It is not a standard; reviewers apply their own rules, and decision holders such as insurer boards and chief risk officers keep their authority.

Scoping to review.

Canvas · scoping to reviewDesign, not a record
Reader questions and safeguards: a programme through its gatesA request with a named owner becomes a scoping note; inputs are qualified at a gate; delivery runs in workstreams; a controlled test and an independent review precede publication; the owner decides. Design of the process, not a record of a run.

03Geography

Hazards and exposure in the Gulf of Mexico coast.

For reader questions and safeguards, in GRA's spatial-finance reading, the map opens on population density, night lights and flood water with built-up and settlement extent from NASA GIBS, framed on the Gulf of Mexico coast; every other NASA layer, live feed and forecast waits in the layer list.

The interactive map needs JavaScript; the layer list and sources are below.

04Checklist

Seven questions.

  1. 01

    Purpose

What problem does the programme address, and for whom?

  2. 02

    Evidence

What hazard, exposure and vulnerability evidence supports it, with what uncertainty?

  3. 03

    Ownership

Who owns the programme and answers for it?

  4. 04

    Governance

How are decisions taken, recorded and challenged?

  5. 05

    Data

Which data is used, on what terms, and how is it protected?

  6. 06

    Risks

What could go wrong, and how is it managed?

  7. 07

    Monitoring

How will results be measured and reported?

05Model checklist

Before relying on a catastrophe model.

  • Event set: which perils, regions and secondary perils (storm surge, fire following, flood) are included.
  • Hazard: data period, climate conditioning and any warm-sea-surface-temperature view.
  • Vulnerability: curves by construction and occupancy, with their validation against claims.
  • Financial module: how policy terms and reinsurance are applied.
  • Non-modelled perils: which losses sit outside the model and how they are loaded.
06Validation

Model change is a business event.

Under Solvency II internal model rules and ICP 16, firms validate the catastrophe models they use, including vendor models. Model version changes can move capital materially, so they are reviewed before adoption. Topic depth at model validation; open frameworks at GCRI extreme value.

07Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Due diligenceThe independent investigation a lender or investor carries out before committing finance.
Risk ownerThe person or entity with the accountability and authority to manage a risk.
Data lineageA record of where data came from and how it was transformed before use.
Theory of changeA stated chain of causes from a programme's activities to its intended outcomes, used to plan evaluation.
09Questions

Questions and answers.

Is the checklist a standard?
No. It is a working aid. Institutions apply their own standards and rules.

Bring your expertise to this field.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
