The Disaster Risk Finance community is the network of disaster finance researchers and fiscal risk analysts who contribute expertise, review and data to its work on disaster and crisis, sovereign and public finance, development finance, and insurance and catastrophe. They take part through moderated subject groups and working groups. Rules apply equally to all, interests are declared, and taking part gives no authority over findings.

The themes proposed for Disaster Risk Finance are risk layering, basis risk and delivery through social protection. Each would run only once moderation, terms and a written competition policy are in place, and none would discuss choice of instrument or provider.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
