01In brief

The short answer.

Disaster Risk Finance is a specialist platform of The Global Risks Alliance for disaster and crisis, sovereign and public finance, development finance, and insurance and catastrophe. Its mandate covers public and private preparedness for the fiscal and financial consequences of disaster events. GRA publishes it, answers for its content and takes no decision on anyone's behalf. It is in development at service level R0, and activities open as each is ready.

04Industry scope

What the platform covers.

The scope is public and private preparedness for the fiscal and financial consequences of disaster events. It exists as a dedicated platform because disaster finance instruments and fiscal readiness form a distinct professional community, separate from disaster response.

Community

Who it serves

Disaster finance researchers, fiscal risk analysts and public sector risk teams, with insurers, development institutions and academics.

Methods

How it works

Risk layering, contingent liability analysis and risk financing scenarios.

Outputs

What it is designed to publish

Disaster finance dossiers and sovereign protection gap methods.

The platform's research is organized around eight topics, from risk financing layers to disaster finance governance. It draws hazard and resilience science from The Global Centre for Risk and Innovation (GCRI) and governance dialogue from The Global Risks Forum (GRF), keeping each institution's mandate distinct.

05Field and frame

Disaster Risk Finance: the field and the rules it is read against.

Disaster Risk Finance is a GRA platform in development. Its thesis concerns public and private preparedness for the fiscal and financial consequences of disaster events. It serves ministry of finance risk units, disaster management agencies, development partners' DRF teams and humanitarian anticipatory-action specialists.

07Publisher

A business league, not an arranger or an insurer.

GRA publishes Disaster Risk Finance and answers for its content. As a business league, GRA works to improve conditions across the industry as a whole, not to perform services for individual firms or governments.

  • Editorial responsibility: a platform editor and named reviewers, with conflicts of interest declared.
  • Business league status: explained on US business league.
  • Boundaries: set out on regulatory boundaries.
  • Corrections: reported and logged on corrections.
09Status

In development.

The platform is in development at its canonical address, as a candidate for the second wave after evidence. Working groups and dossiers open when editors, reviewers and terms are in place. Enquiries go to contact@globalriskalliance.com; the acknowledgement gives a reference and names the next step.
