Readiness in Sovereign Capital Nexus is the state in which a programme's evidence, governance and documentation let a competent institution review it independently, against frameworks such as Santiago Principles (Generally Accepted Principles and Practices) and Revised Guidelines for Public Debt Management. A readiness file is released only at the owner's written direction, and GRA does not approve, rate, underwrite, lend or invest.

A readiness file describes a programme's evidence, risks and governance so that an institution can carry out its own review. GRA does not approve, rate, underwrite, lend or invest, and it recommends no counterparty.
The public sector balance sheet approach, as described in IMF fiscal work, puts these items in one frame.
| Item | Risk question |
|---|---|
| Sovereign wealth and reserve funds | Do investments fall in value in the same shocks that raise spending needs? |
| Public debt | How do maturity, currency and clauses behave after a disaster? |
| State-owned enterprises | Which carry hazard exposure that becomes a contingent liability? |
| Public infrastructure | What is the reconstruction liability by hazard? |
| Natural resource revenue | How does revenue respond to commodity and transition shocks? |
Sovereign wealth funds report against the Santiago Principles; debt managers follow the IMF-World Bank public debt management guidelines; state enterprises are assessed against the OECD guidelines. Readiness evidence is arranged for the authority's own analysis. Topic depth at sovereign investment governance; governance dialogue at GRF anti-capture and integrity.
A file is released only at the programme owner's written direction, to a party the owner chooses, with no fee tied to any transaction.

| Term | Definition |

| Due diligence | The independent investigation a lender or investor carries out before committing finance. |
| Environmental and social safeguards | Requirements lenders set so financed projects avoid, minimise and offset harm to people and the environment. |
| Public sector balance sheet | A consolidated statement of all public sector assets and liabilities, giving net worth. |
