Membership and authority

Confusion between taking part and having authority is how claims outgrow facts. This page sets out how The Global Risks Alliance (GRA) keeps four states apart wherever its name appears: participation, endorsement, admission and legal power. An enquiry is not membership; an application is not acceptance; membership is not authority; and a name on a page is not an endorsement. This page belongs to trust and integrity.

01In brief

The short answer.

Membership and authority are kept apart at GRA: participation, endorsement, admission and legal power are four different states. An enquiry is not membership, an application is not acceptance, membership is not authority and a name on a page is not an endorsement, and GRA holds no public authority.

How a correction moves on The Global Risks AllianceA report is acknowledged and triaged; a reviewer not involved in the original work assesses it; the outcome is a new version with its history or a reasoned decline, and the reporter is told either way. Design of the workflow, not a record.

04Four principles

Four states that are never the same.

  1. 01

    Participation is not authority

A member, council participant or contributor cannot speak for GRA, a consortium or a public authority.

  2. 02

    Readiness is not approval

A dossier states fitness for a next step. It is never a rating, a certificate or a decision.

  3. 03

    Visibility is not endorsement

A name or logo on a GRA page, or GRA's name on another page, endorses nothing.

  4. 04

    Stewardship is not execution

GRA stewards evidence and cooperation; execution stays with the competent actor.

07Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
MembershipThe status of a person or institution admitted under published rules; at GRA it confers participation in professional work and no authority, endorsement or access to any transaction.
Regulated activityAn activity, such as lending, insurance underwriting, investment advice or arranging deals, that the law allows only to authorized firms under supervision.
Claim ceilingThe strongest statement a page may make about a capability, set by the evidence on record; without operating evidence a page describes a design or an integration, never readiness.
08Misuse and connections

If GRA's name is misused.

If you see GRA's name used to suggest endorsement, membership or authority that does not exist, report it to integrity@globalriskalliance.com. Supervisors and other public officials are not members; they may take part in open GRA work only in their official capacity. Related pages: membership and participation, non-execution boundary and claims and programme status. The Global Risks Forum (GRF) sets out its own distinctions on what membership means.

09Questions

Questions and answers.

Can a member claim GRA's endorsement?
No. Membership is not an endorsement, and presenting it as one is a conduct breach.
Does a council seat give authority outside GRA?
No. Industry councils are bodies of a private association with no statutory or supervisory standing.
Is a readiness dossier an approval?
No. It is evidence for a subsequent, independent review by a competent institution, which decides under its own authority.
Can GRA appoint someone to a national programme?
No. Roles in a National Nexus programme follow that programme's own routes, described by GCRI and GRF.

Start with an enquiry.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
