Readiness dossiers

Evidence for a financial decision is often scattered and its status unclear. A readiness dossier from The Global Risks Alliance (GRA) assembles the required fields, source evidence, status and open questions in one versioned document for independent review. It states fitness for a stated next step, within a stated scope and evidence state. It is never an approval, a rating, a certificate or an offer, and it is released only at the programme owner's written direction. It is the core output of Finance and insurance readiness.

01In brief

The short answer.

A GRA readiness dossier assembles the required fields, source evidence, status and open questions for a programme in one versioned document for independent review. It states fitness for a stated next step within a stated scope and evidence state, and it is never an approval, rating, certificate or offer.

03Required fields

What every dossier is designed to contain.

FieldWhat it records
Next step and scopeThe decision the dossier prepares for, and what is out of scope
OwnerThe accountable programme owner, and the reviewer the owner names
Evidence registerEach source with its owner, date, licence and evidence label
ScenariosThe scenarios compared, with assumptions and what was not tested
Safeguards registerEnvironmental, social, legal, anti-corruption, data-rights and scientific-integrity questions, each with an owner
Diligence-question registerWhat a competent institution would still need to know
Version and correctionsThe version history and every correction
04Data standard

Fields every spatial exposure record carries.

FieldWhy a reviewer needs it
Location and geometry with coordinate referenceExposure joins are only as good as geocoding; point, footprint or administrative-area precision changes the result
Asset or contract identifier, with LEI where an entity existsLets the reviewer reconcile to its own books without GRA holding them
Hazard layer, version and return periodDifferent vintages of a flood map give different exposure
Vulnerability function and its sourceDamage curves are the largest single source of model uncertainty in many perils
Evidence label for every valueOBSERVED, OFFICIAL, MODELLED, ESTIMATED or UNKNOWN, never mixed in one number
Licence and data ownerWhether the reviewer may reuse the layer
05Alignment

Built to be read against disclosure and supervisory templates.

Dossier fields are chosen so that they map to what a reviewer must later report: physical and transition exposure tables in the BCBS voluntary climate disclosure framework, financed emissions under PCAF and IFRS S2, and risk management information under the IAIS climate application paper. The dossier itself is not a disclosure. Method notes sit at GRA research methods; data provenance standards at GCRI spatial-temporal evidence.

06The readiness ladder

Each rung is a record, not a grade.

  1. 01

    Evidence assembled

Every source carries one label: observed, officially reported, institution-reported, estimated, modelled, forecast, scenario, expert judgement or unknown.

  2. 02

    Scenarios compared

The range across scenarios is shown, not a single number.

  3. 03

    Safeguards checked

Each open safeguard question has an owner.

  4. 04

    Diligence questions registered

What remains unknown is listed openly for the receiving institution.

  5. 05

    Release for independent review

At the programme owner's written direction, a competent party receives the dossier and decides under its own authority. GRA's role ends here.

A dossier climbs only as far as its evidence allows. A rung not reached is shown as not reached, and the reason is written down.

08Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Readiness fileA document set describing a programme's evidence, risks, governance and data so that a competent institution can carry out its own independent review; it is not an approval, rating or offer of finance.
Evidence labelA tag naming the kind of evidence, such as observed or modelled, that should survive every summary.
Version of recordThe fixed version of a work that a publisher formally declares published; later changes appear as dated corrections or new versions, never as silent edits, in the sense NISO's journal article versions recommendation uses.
10Questions

Questions and answers.

Does a readiness dossier mean a project can be financed or insured?
No. A dossier states what evidence exists, what it shows within its limits and what remains unknown. Whether a project can be financed or insured is decided only by the institution that reviews it, on its own criteria.
Can a dossier fail?
A readiness effort may conclude that evidence is insufficient. That finding is recorded and returned to the owner, never presented as readiness.
How is a dossier different from a rating?
A rating expresses an opinion on creditworthiness. A dossier expresses no opinion: it labels evidence and lists open questions. See the approach behind it.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
