The Global Risks Alliance (GRA)
Public Finance and Sovereign Debt is published by The Global Risks Alliance (GRA), a nonprofit corporation registered in Nevada, United States, operating as a business league for the financial services industry. This page sets out the platform's industry scope, the professional community it serves and the legal limits on what it does. Sovereign debt is the largest fixed-income market in many countries and the benchmark for pricing other assets. Banks, insurers, pension funds and asset managers hold it, and development lenders finance governments directly. The platform covers fiscal risk, sovereign and subnational debt, contingent liabilities and the resilience of public balance sheets, studied at sector level.
It exists separately from Sovereign Capital Nexus because debtor fiscal obligations are different from sovereign wealth investor mandates. Its methods are fiscal stress analysis, debt sustainability concepts and the study of contingent liabilities, grounded in economics and development economics and scenario design and stress testing.
Public Finance and Sovereign Debt is a GRA platform in development. Its thesis concerns fiscal risk, sovereign debt and public balance sheet resilience, distinct from sovereign wealth investing. It serves debt managers, fiscal risk units, budget officials and sovereign analysts.
