North America region
The North America programme covers deeply integrated electricity, energy, transport and manufacturing systems across Canada, the United States and Mexico, together with wildfire, heat, flood, hurricane and Arctic change. The Global Risks Alliance (GRA), a nonprofit corporation registered in Nevada, United States, operating as a business league for the financial services industry, offers the financial perspective: insurance availability and protection gaps for wildfire, flood and hurricane, climate-related questions for utilities, real estate and municipalities, and technology concentration in financial-market infrastructure. The programme is forming. See Regional programmes.

The short answer.
The North America region, seen from GRA, is the Nexus Consortiums region of integrated electricity, energy, transport and manufacturing systems across Canada, the United States and Mexico, with wildfire, heat, flood, hurricane and Arctic change. GRA offers the financial perspective, such as insurance availability under rising catastrophe losses; the region is forming.

What exists in this region today.
| Element | Current state |
|---|---|
| Programme state | Forming |
| Regional host | The Global Centre for Risk and Innovation (GCRI), as Consortium Secretariat, Toronto, Ontario |
| Named programme | The Canada Nexus Consortium programme sits within this region. Its public programme page is published by GRA, and its earlier capability and finance statements are under review against current records before reuse |
| Planned hubs | Canada, United States: planned coordination roles, not offices |
| Regional desk | northamerica@therisk.global, a desk of the Consortium Secretariat |
| GRA service level | R0: information and enquiries |
Countries in the region are research coverage. A country or hub named on this page is not a GRA office, member or partner, and a planned hub is not an operating site.
Instruments already on the public record.
| Instrument or body | What it does in the region |
|---|---|
| US Basel III re-proposal | Proposed March 2026; comment period closed June 2026; not final |
| US revised model risk guidance (SR 26-2) | Issued April 2026, superseding SR 11-7 |
| National Flood Insurance Program | Federal flood insurance with risk-based pricing under its current rating methodology |
| OSFI Guideline B-15 | Climate risk management and disclosure expectations for Canadian federally regulated financial institutions |
| SEC climate disclosure rule | Stayed and never applied; rescission proposed in 2026 |
How GRA reads the region's exposure.
Hurricane, wildfire, flood and severe convective storm drive insured loss; withdrawals of private homeowners cover in high-hazard states push risk into state residual markets and onto mortgage lenders. GRA reads wildfire and flood layers against insured and mortgage exposure to show where availability and credit questions meet. Hazard evidence comes from GCRI wildfire and land.
What the region's financial centres are designed to examine.
- Insurance availability and protection gaps for wildfire, flood and hurricane.
- Climate-related financial questions for utilities, real estate and municipalities.
- Technology and compute concentration in financial-market infrastructure.
- Readiness work on these questions follows the translation method; none is a finding until evidence is assembled and reviewed.
Coordination roles and their programme focus.
- 01
Canada
National adaptation, sovereign compute, Indigenous and Arctic interfaces, infrastructure and North American coordination.
- 02
United States
Federal, state, Tribal and territorial interfaces; power, digital infrastructure, hazard resilience and supply chains.
Hub focus is taken from the consortium geography. Regional dialogue is convened by The Global Risks Forum (GRF); see GRF North America region. Shared-system evidence is on GCRI North America region. Other regions: Latin America and the Caribbean and Europe and Eurasia.
