Latin America and the Caribbean region

The Latin America and the Caribbean programme connects the Amazon and Andean water systems, major agricultural export corridors, and Caribbean and Central American states exposed to hurricanes, sea-level rise and seismic risk. Country programmes lead; regional work makes evidence compatible so that small and large states can test the same questions on their own terms. The Global Risks Alliance (GRA) offers the financial perspective: sovereign catastrophe risk, adaptation readiness and commodity-price transmission into public finances. The programme is forming. See Regional programmes.

01In brief

The short answer.

The Latin America and the Caribbean region, seen from GRA, is the Nexus Consortiums region of Amazon and Andean water systems, agricultural export corridors and Caribbean and Central American states exposed to hurricanes, sea-level rise and seismic risk. GRA offers the financial perspective on sovereign and insurance exposure; the region is forming.

02Spatial finance

A parametric trigger, read on the map.

How a storm crossing a trigger zone would set a payment. Real geography; synthetic storm and design terms.

A tropical cyclone passing Jamaica, read against two ways of triggering a payment.Synthetic storm and design terms, not a policy or a price.
03Coverage and state

What exists in this region today.

ElementCurrent state
Programme stateForming
Regional hostNone on record; the region is in formation
Planned hubsBrazil: planned coordination roles, not offices
Regional desklatinamericacaribbean@therisk.global, a desk of the Consortium Secretariat
GRA service levelR0: information and enquiries

Countries in the region are research coverage. A country or hub named on this page is not a GRA office, member or partner, and a planned hub is not an operating site.

04Risk-finance architecture

Instruments already on the public record.

Instrument or bodyWhat it does in the region
CCRIF SPCParametric hurricane, earthquake and excess rainfall cover for Caribbean and Central American governments
World Bank catastrophe bondsParametric earthquake and hurricane bonds issued for several countries in the region
Climate resilient debt clausesUsed after a 2024 hurricane by one eligible Caribbean state; available to other eligible states
Contingent creditWorld Bank Cat DDO and regional development bank contingent lines
05Spatial reading

How GRA reads the region's exposure.

Hurricane and earthquake shape sovereign and insured exposure; drought and El Niño affect agricultural exports. GRA replays historical storm tracks against parametric trigger boxes and public assets to show where index payments and losses diverge. Disaster evidence comes from GCRI recovery and reconstruction.

06Shared systems

Cross-border systems, read for their financial meaning.

Shared systemResearch questionFinancial reading
Amazon and Andean water systemsHow do deforestation, glacier retreat and rainfall change water, hydropower and food security across borders?Hydropower and agricultural credit; nature-dependency exposure
Canal and port continuityHow would low water at the Panama Canal or disruption at a hub port propagate through regional and global trade?Trade finance; marine insurance; import prices
Hurricane and seismic exposureWhere do compound hazards meet concentrated public assets and limited fiscal space?Sovereign catastrophe risk; protection gaps; reconstruction spending
Agricultural export systemsWhich climate, logistics and market dependencies drive volatility in staple and export crops?Commodity revenue in public budgets; agricultural lending
Island energy and connectivityHow dependent are island states on imported fuel and single connectivity paths, and what continuity options exist?Fuel-import costs and subsidies; payment continuity

The research questions come from the regional programme registry and are examined with evidence from The Global Centre for Risk and Innovation (GCRI). GRA's contribution is the third column.

07Financial questions

What the region's financial centres are designed to examine.

  • Sovereign catastrophe-risk and protection-gap questions for small island states.
  • Readiness evidence for climate-adaptation and infrastructure investment.
  • Agricultural and commodity-price transmission into public finances.
  • Readiness work on these questions follows the translation method; none is a finding until evidence is assembled and reviewed.
08Planned hubs

Coordination roles and their programme focus.

  1. 01

    Brazil

Amazon and basin systems, biodiversity, food, energy, land and bioeconomy dependencies.

Hub focus is taken from the consortium geography. Regional dialogue is convened by The Global Risks Forum (GRF); see GRF Latin America and the Caribbean region. Shared-system evidence is on GCRI Latin America and the Caribbean region. Other regions: North America and Africa.

09Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Regional risk poolA shared insurance facility, such as CCRIF SPC, that gives member governments parametric cover.
Parametric insuranceCover that pays a pre-agreed amount when a measured index, such as wind speed or rainfall, crosses a set threshold, rather than on assessed loss.
Contingent creditA pre-approved credit line that can be drawn after a qualifying disaster.

11Questions

Questions and answers.

Does GRA have an office in Latin America and the Caribbean?
No. GRA has no regional offices. The hubs listed are planned coordination roles in the consortium geography, and none is an operating site until its host decision is on record.
Are the financial questions findings?
No. They are the questions the regional programme is designed to examine. Findings appear only after evidence is assembled, labelled and reviewed.
Who do I contact about this region?
Regional programme enquiries go to the Consortium Secretariat's regional desk at latinamericacaribbean@therisk.global, or to contact@therisk.global. Finance-readiness questions can go to readiness@globalriskalliance.com. The acknowledgement gives a reference and names the next step.
Why does the region list only one planned hub?
The consortium geography records one planned hub for this region, Brazil, whose cluster covers the region's countries for shared-system work. Further hubs would be listed only with a record.
