Europe and Eurasia region
The Europe and Eurasia programme covers highly interconnected power, gas, data and transport systems, alongside the Caucasus and Central Asian corridors that link Europe to Asia. Regional work focuses on cascading infrastructure failure, the energy transition, heat and flood, and digital and financial dependencies that cross jurisdictions. The Global Risks Alliance (GRA) offers the financial perspective: climate-related questions for energy and real-estate exposure, technology concentration in market infrastructure, and protection gaps. The programme is forming. See Regional programmes.

The short answer.
The Europe and Eurasia region, seen from GRA, is the Nexus Consortiums region of interconnected power, gas, data and transport systems and the corridors linking Europe to Asia. GRA offers the financial perspective, including climate-related financial risk and the digital and financial dependencies that cross jurisdictions; the region is forming.

What exists in this region today.
| Element | Current state |
|---|---|
| Programme state | Forming |
| Regional host | None on record; the region is in formation |
| Named programme | The Eurasia Nexus Consortium programme sits within this region. Its public programme page is published by GRA; formation records and participating structures are confirmed by the Secretariat before they are listed |
| Planned hubs | United Kingdom, France, Switzerland, Türkiye: planned coordination roles, not offices |
| Regional desk | europeeurasia@therisk.global, a desk of the Consortium Secretariat |
| GRA service level | R0: information and enquiries |
Countries in the region are research coverage. A country or hub named on this page is not a GRA office, member or partner, and a planned hub is not an operating site.
Instruments already on the public record.
| Instrument or body | What it does in the region |
|---|---|
| Solvency II, as amended | Insurer capital and ORSA with climate scenario analysis; review amendments apply from 30 January 2027 |
| CRR3 and the EU banking package | Basel III final reforms applied from 1 January 2025; FRTB market risk rules deferred |
| EIOPA protection gap dashboard and EIOPA-ECB proposals | Measurement of natural catastrophe protection gaps and proposals for public-private reinsurance and an EU disaster financing scheme |
| DORA | Digital operational resilience across EU financial entities since January 2025 |
| CSRD after Omnibus I | Reporting thresholds raised in 2026; scope much narrower than first legislated |
How GRA reads the region's exposure.
Flood and windstorm dominate insured catastrophe loss in Europe, and heat increasingly affects infrastructure and health. GRA reads river and coastal flood layers against mortgage and insured property concentrations, and links protection gap estimates to their mapped causes. Governance of disclosure and adaptation is discussed at GRF adaptation institutions.
What the region's financial centres are designed to examine.
- Climate-related financial questions for interconnected energy and real-estate exposure.
- Operational and technology concentration in financial-market infrastructure.
- Insurance protection gaps for heat, flood and wildfire.
- Readiness work on these questions follows the translation method; none is a finding until evidence is assembled and reviewed.
Coordination roles and their programme focus.
