Africa region

The Africa programme of Nexus Consortiums is designed around the systems that cross the continent's borders: transboundary river basins, regional power pools, trade and mineral corridors, food and pastoral systems, and cross-border health. Country programmes set the agenda. The Global Risks Alliance (GRA) offers the financial perspective on that regional work: sovereign exposure to drought, flood and commodity shocks, protection gaps in agricultural and infrastructure insurance, and the evidence resilience investment would need. The programme is forming. See Regional programmes.

01In brief

The short answer.

The Africa region, seen from GRA, is the Nexus Consortiums region built around transboundary basins, power pools, trade and mineral corridors, food and pastoral systems and cross-border health. GRA offers the financial perspective, such as sovereign exposure to drought, flood and commodity shocks and the protection gaps that follow; the region is forming.

02Spatial finance

A drought index against its attachment point.

How a dry season is read against the point where drought cover starts to pay. Synthetic season and design terms.

A rainfall season across the Sahel, read against the points where drought cover would start and stop paying.Synthetic season and design terms; no cover is implied.
03Coverage and state

What exists in this region today.

ElementCurrent state
Programme stateForming
Regional hostNone on record; the region is in formation
Planned hubsSenegal, Kenya, South Africa: planned coordination roles, not offices
Regional deskafrica@therisk.global, a desk of the Consortium Secretariat
GRA service levelR0: information and enquiries

Countries in the region are research coverage. A country or hub named on this page is not a GRA office, member or partner, and a planned hub is not an operating site.

04Risk-finance architecture

Instruments already on the public record.

Instrument or bodyWhat it does in the region
African Risk Capacity GroupSovereign parametric cover for drought, flood and tropical cyclone, with contingency plans agreed before any payment
IMF-World Bank LIC DSFDebt distress assessment for most countries in the region, including disaster stress tests
Climate resilient debt clausesAvailable to eligible small states; uptake varies
Regional supervisory bodiesCentral banks and insurance supervisors adopting climate guidance at different speeds
05Spatial reading

How GRA reads the region's exposure.

Drought is the dominant financial hazard for agricultural credit and sovereign budgets across much of the continent. GRA reads seasonal rainfall indices such as CHIRPS against crop areas and agricultural lending, and against the triggers of public parametric covers, to show where basis risk is largest. River-basin and food evidence comes from GCRI shared river basins and GCRI food system shocks.

06Shared systems

Cross-border systems, read for their financial meaning.

Shared systemResearch questionFinancial reading
Transboundary river basinsHow do upstream storage, irrigation and hydropower decisions change downstream water, food and energy security across the Nile, Niger, Congo and Zambezi basins?Hydropower and irrigation project lending; agricultural credit; fiscal exposure to drought
Regional power poolsWhich interconnectors, generation mixes and drought conditions create common-mode failure across national grids?Utility and infrastructure credit; liabilities linked to public utilities
Trade and mineral corridorsWhere do port, rail and road corridors concentrate exposure for landlocked economies and critical-mineral supply?Trade finance; marine and cargo insurance; commodity revenue in public budgets
Food and pastoral systemsHow do rainfall anomalies, market prices and mobility interact before a food-security shock becomes visible?Agricultural lending; food-import costs; protection gaps for farmers
Cross-border healthWhich surveillance, laboratory and logistics dependencies determine how quickly an outbreak can be detected and contained?Health spending; payment holidays and sector defaults

The research questions come from the regional programme registry and are examined with evidence from The Global Centre for Risk and Innovation (GCRI). GRA's contribution is the third column.

07Financial questions

What the region's financial centres are designed to examine.

  • Sovereign and public balance-sheet exposure to drought, flood and commodity shocks.
  • Protection gaps in agricultural and infrastructure insurance.
  • Readiness evidence for resilience investment in basins and power pools.
  • Readiness work on these questions follows the translation method; none is a finding until evidence is assembled and reviewed.
08Planned hubs

Coordination roles and their programme focus.

  1. 01

    Senegal

Sahel and coastal dependencies, basins, food, water, energy and regional capability development.

  2. 02

    Kenya

Drought, pastoral systems, geothermal energy, health, ports and regional connectivity.

  3. 03

    South Africa

Water, energy and mining dependencies, municipal systems, industrial continuity and transition.

Hub focus is taken from the consortium geography. Regional dialogue is convened by The Global Risks Forum (GRF); see GRF Africa region. Shared-system evidence is on GCRI Africa region. Other regions: Middle East and North Africa and Europe and Eurasia.

09Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Regional risk poolA shared insurance facility, such as CCRIF SPC, that gives member governments parametric cover.
Protection gapThe share of economic loss from an event or risk that is not covered by insurance and falls on households, firms or public budgets.
Fiscal riskThe possibility that fiscal outcomes differ from expectations because of shocks or contingent obligations.
11Questions

Questions and answers.

Does GRA have an office in Africa?
No. GRA has no regional offices. The hubs listed are planned coordination roles in the consortium geography, and none is an operating site until its host decision is on record.
Are the financial questions findings?
No. They are the questions the regional programme is designed to examine. Findings appear only after evidence is assembled, labelled and reviewed.
Who do I contact about this region?
Regional programme enquiries go to the Consortium Secretariat's regional desk at africa@therisk.global, or to contact@therisk.global. Finance-readiness questions can go to readiness@globalriskalliance.com. The acknowledgement gives a reference and names the next step.
Do North African countries appear in two regions?
Yes. North African states take part in both the Africa programme and the Middle East and North Africa programme, as research coverage in each.
