Industry councils
Industry councils of The Global Risks Alliance (GRA) are designed to bring senior representatives of a financial sector together to set the sector's research questions and review its work programme. They are bodies of a private industry association, appointed under council terms. They are not statutory agencies, have no supervisory or regulatory standing and make no decisions binding on anyone outside GRA. No industry council is constituted yet; council terms are not yet adopted. This page belongs to membership and participation.

What an industry council is designed to do.
Set research questions
Identify the precompetitive questions the sector most needs answered, for working groups and research teams to take up.
Review the work programme
Review progress and relevance of the sector's work, without approving or changing any publication's evidence.
Shape capability
Advise on the skills and learning the sector's professionals need.
What an industry council never is.
| A council is | It is not |
|---|---|
| A body of a private industry association | A statutory, supervisory or public agency |
| A forum for precompetitive research questions | A place to discuss prices, terms, customers or markets |
| Advisory on the research agenda | An approver of findings or a sponsor's veto |
| Composed of appointed sector representatives | A seat that membership or payment buys |
Councils operate under the competition-law safeguards set out in a written policy that counsel reviews before membership opens.
How seats are designed to be filled.
- 01
Adopted terms
Council terms are adopted first, setting out composition, term length, duties and conflict rules.
- 02
Published criteria
Selection criteria are objective and published, and applied equally.
- 03
Appointment
Members are appointed under those terms. No seat is automatic for any member or contributor.
- 04
Records
Agendas and minutes are kept for every meeting, and a summary of the work programme is published.
Terms used on this page.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Industry council | A GRA body of practitioners from one segment of financial services that sets professional work priorities under antitrust safeguards; it does not set prices, standards for members or market conduct. |
| Antitrust safeguards | The written rules, agendas, minutes and counsel review that keep competitors in a trade association from exchanging competitively sensitive information or coordinating prices, output or customers. |
| Council | In the Forum's architecture, a body of leaders convened under written rules to deliberate on governance questions; membership confers no authority over findings and no power to decide for any institution. |
Separate from GRF councils and national programme councils.
GRA's industry councils are separate from the councils of The Global Risks Forum (GRF), and from the councils of a National Nexus programme. There, the National Leadership Council (NLC) is leadership, the National Nexus Consortium (NNC) is institutional participation through its constituency councils, and the National Working Groups (NWG) carry expert work. GRF describes its own leadership councils on council architecture. On this site, see professional working groups and institutional members.
