Protection gaps

A protection gap is the part of an economic loss that no insurance or other pre-arranged financing covers. It matters because that share falls on households, firms and public budgets, and because large gaps slow recovery and can strain credit and public finance. The Global Risks Alliance (GRA) works on what is uninsured, why, and what the data can and cannot show. It publishes no gap figure without a dated, sourced record, and it shows missing data as missing. This work is part of Finance and insurance readiness.

01In brief

The short answer.

A protection gap is the part of an economic loss that no insurance or other pre-arranged financing covers, a share that falls on households, firms and public budgets and slows recovery. GRA works on what is uninsured, why and what the data can and cannot show, and publishes no gap figure without a dated, sourced record.

02Spatial finance

A parametric trigger, read on the map.

How a storm crossing a trigger zone would set a payment. Real geography; synthetic storm and design terms.

A tropical cyclone passing Jamaica, read against two ways of triggering a payment.Synthetic storm and design terms, not a policy or a price.
03Why it matters

Who carries an uninsured loss.

Households and firms

Slower recovery

Uninsured damage is paid from savings, credit or not at all, which delays rebuilding and can turn a hazard into a lasting income loss.

Lenders

Credit stress

Damaged collateral and lost borrower income can migrate into loan performance months after the event.

Public budgets

Fiscal strain

Governments often absorb reconstruction costs and contingent liabilities from budgets built for other purposes.

04Measurement

How a protection gap is estimated.

A protection gap estimate subtracts insured loss from economic loss, by event or as an expected annual figure from a model. Both terms are uncertain: economic loss estimates depend on asset valuation and indirect losses, insured loss on market reporting. The EIOPA dashboard on natural catastrophe protection gaps and the joint EIOPA-ECB work on a public-private reinsurance and EU disaster fund are examples of supervisors measuring it systematically.

GRA reports the two terms separately, with their labels, so the gap is never presented with false precision.

05Spatial finance

Where the uninsured loss sits.

Mapped, the gap shows its causes: insurance unavailable in high-hazard zones, unaffordable in low-income areas, or simply not bought. Overlaying modelled loss, insurance penetration where it is known and settlement data separates those cases. Social protection and public finance carry what remains; that reading continues at social and economic effects and at GRF finance and inequality.

06Why gaps exist

The usual causes, examined case by case.

  • Cover is unavailable for a hazard or location, or has been withdrawn.
  • Cover exists but is unaffordable, or not taken up for reasons of awareness or trust.
  • Exposure is unknown: asset registers, insured values or loss histories are missing.
  • Losses fall outside policy terms, such as interruption from a shared provider's failure.
  • Public assets are neither insured nor covered by any pre-arranged financing.
07Readers

The same gap, asked three ways.

An insurer asks whether a gap reflects missing demand, missing data or uninsurable risk. A lender asks whether uninsured damage will reach borrowers. A finance ministry asks how much of the residual loss the budget would carry. GRA's protection-gap work is designed to give all three the same labelled evidence, and to say plainly where it cannot answer.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Protection gapThe share of economic loss from an event or risk that is not covered by insurance and falls on households, firms or public budgets.
Insurance penetrationGross written premium as a share of gross domestic product, a measure of how much insurance an economy buys.
Natural catastrophe protection gapEconomic losses from natural hazards minus insured losses, estimated per event or as a modelled annual average.
Insurance affordabilityWhether available cover is priced at a level buyers can pay.

11Questions

Questions and answers.

Does GRA publish protection-gap figures?
Only with a dated, sourced record and its evidence label. GRA does not publish an estimate without its method and uncertainty, and never presents a modelled figure as observed.
Is closing a protection gap the same as selling more insurance?
No. GRA describes gaps and their causes. It sells, solicits and recommends no cover, and some gaps are better understood as questions of public finance, preparedness or recovery.
Where does the hazard evidence come from?
From The Global Centre for Risk and Innovation (GCRI) and national source owners, with their methods and uncertainty. The professional community for catastrophe risk is Reinsurance and Catastrophe, a platform in development.
