Financial discipline overview

Public finance is the discipline of how governments raise revenue, spend, borrow and manage risk. This page, part of Public Finance and Sovereign Debt at The Global Risks Alliance (GRA), sets out how the public balance sheet works, how sovereign debt markets function and where systemic questions arise for the financial system. It treats fiscal and debt operations as subjects of research, not execution; GRA performs none of them.

01In brief

The short answer.

The Public Finance and Sovereign Debt sector overview covers fiscal risk, sovereign debt and public balance sheet resilience, distinct from sovereign wealth investing. It sets out who is in scope, from public finance analysts and sovereign risk researchers, how risk reaches the sector and how it travels onward, analysed with fiscal stress analysis, debt sustainability concepts and contingent liabilities. GRA builds shared industry understanding and does not advise, rate or assess individual firms.

04How the field works

Budgets, borrowing and the balance sheet.

Governments finance spending through taxes and other revenue, and borrow to cover deficits and refinance maturing debt. Debt management offices issue bonds and bills in domestic and international markets, or borrow from banks, bilateral lenders and multilateral development banks. Fiscal rules, medium-term frameworks and independent fiscal councils aim to keep policy credible. The public balance sheet extends beyond debt to include assets, state enterprises, pension obligations and contingent liabilities.

International frameworks guide assessment. The International Monetary Fund and the World Bank use debt sustainability frameworks for different groups of countries, and international standards cover fiscal transparency and public financial management. When debt becomes unsustainable, restructuring involves bondholders, official creditors and, for some countries, coordinated frameworks among bilateral lenders.

07Research, not execution

What GRA does and does not do here.

GRA studies public finance at sector level. It does not assess individual sovereigns for rating or investment purposes, recommend debt instruments or advise on transactions. How fiscal stress transmits to the financial system is set out on financial-system transmission. Economic science comes from Economic Development at The Global Centre for Risk and Innovation (GCRI), and capital governance is convened by Capital Nexus at The Global Risks Forum (GRF).

GRA does not lend, underwrite, rate, invest, advise on or arrange transactions, including sovereign borrowing or debt restructuring, and it introduces no counterparties. Readiness work is not approval.

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Transmission channelThe route by which a shock reaches financial institutions' balance sheets.
Debt sustainabilityA government's ability to meet current and future debt obligations without exceptional financing or unrealistic adjustment.
Primary balanceGovernment revenue minus government spending, leaving out interest payments on debt.
Systemic riskThe risk of disruption to financial services caused by impairment of all or parts of the financial system, with serious consequences for the real economy, as the IMF, FSB and BIS define it.

11Questions

Questions and answers.

Does GRA advise finance ministries?
GRA does not lend, underwrite, rate, invest, advise on or arrange transactions, including sovereign borrowing or debt restructuring, and it introduces no counterparties. Readiness work is not approval.
Why does sovereign debt matter to the financial system?
Because banks, insurers and investors hold it widely, it serves as collateral and a pricing benchmark, and sovereign stress quickly affects their balance sheets.
Which methods support this work?
Methods described on the STEM foundation page, including economics and development economics and scenario design and stress testing.
