Readiness in Financial Crime and Fraud Risk is the state in which a programme's evidence, governance and documentation let a competent institution review it independently, against frameworks such as FATF Recommendations and FATF methodology and mutual evaluations. A readiness file is released only at the owner's written direction, and GRA does not approve, rate, underwrite, lend or invest.

A readiness file describes a programme's evidence, risks and governance so that an institution can carry out its own review. GRA does not approve, rate, underwrite, lend or invest, and it recommends no counterparty.
| Component | Content |
|---|---|
| Technical compliance | Whether laws and regulations meet each of the 40 Recommendations |
| Effectiveness | Eleven immediate outcomes, from risk understanding to confiscation |
| Risk-based approach | National and institutional risk assessments driving controls |
| Revised Recommendation 16 | Assessed through a methodology annex published after the October 2025 plenary; implementation by end-2030 |
Emergency payments, relaxed onboarding for affected customers, reconstruction procurement and claims surges each create fraud and laundering openings. Readiness work describes these typologies at sector level so controls can be planned before an event. Topic depth at payments fraud; crisis information at GRF crisis information.
A file is released only at the programme owner's written direction, to a party the owner chooses, with no fee tied to any transaction.
