Industry scope and publisher

Public Finance and Sovereign Debt is published by The Global Risks Alliance (GRA), a nonprofit corporation registered in Nevada, United States, operating as a business league for the financial services industry. This page sets out the platform's industry scope, the professional community it serves and the legal limits on what it does. A business league works for the common interest of an industry, never the private business of any member. The platform is in development, and the current service level is R0: information and enquiries.

01In brief

The short answer.

Public Finance and Sovereign Debt is a specialist platform of The Global Risks Alliance for sovereign and public finance, development finance, and disaster and crisis. Its mandate covers fiscal risk, sovereign debt and public balance sheet resilience, distinct from sovereign wealth investing. GRA publishes it, answers for its content and takes no decision on anyone's behalf. It is in development at service level R0, and activities open as each is ready.

04Industry scope

Fiscal risk as a shared concern of the financial system.

Sovereign debt is the largest fixed-income market in many countries and the benchmark for pricing other assets. Banks, insurers, pension funds and asset managers hold it, and development lenders finance governments directly. The platform covers fiscal risk, sovereign and subnational debt, contingent liabilities and the resilience of public balance sheets, studied at sector level.

It exists separately from Sovereign Capital Nexus because debtor fiscal obligations are different from sovereign wealth investor mandates. Its methods are fiscal stress analysis, debt sustainability concepts and the study of contingent liabilities, grounded in economics and development economics and scenario design and stress testing.
