7.1What this chapter will report

Actions markets and public finance could examine, stated as questions for evidence, never as recommendations.

It answers the frame question "agenda" in the terms of the Global Risks Alliance (GRA) Capital Readiness, so the Collection can set it beside chapter 7 of the other desks’ editions.

7.2Where the evidence sits now

The nearest material today is chapter 7 of the Global Centre for Risk and Innovation (GCRI) Systems Evidence edition for Russian Federation: the 2027 agenda. It is a cross-reference, not a copy, and it is a draft in stewardship review.

How far finance and insurance are ready for the risks in scope: protection gaps, disclosure practice, portfolio readiness and the capacity of balance sheets, read on a ladder of evidence and never as advice or a rating. Material for this chapter goes to the GRA Capital Readiness desk; what belongs to another desk is forwarded, not refused.

The Alliance reads an edition for capital readiness: whether insurers, banks, investors and public finance can read a finding without distorting it.
