01In brief

The short answer.

Readiness in Capital Markets Nexus is the state in which a programme's evidence, governance and documentation let a competent institution review it independently, against frameworks such as IOSCO Objectives and Principles of Securities Regulation and Principles for Financial Market Infrastructures. A readiness file is released only at the owner's written direction, and GRA does not approve, rate, underwrite, lend or invest.

Resilience and finance readiness: the risk management process, scope to reviewScope, context and criteria set the frame; risks are identified, analysed and evaluated against criteria; treatment follows; monitoring and review and communication run across every step, and the process is recorded and reported. Design of the process, not a record of a run.

03Geography

Activity and exposure in East Asia.

For resilience and finance readiness, in GRA's spatial-finance reading, the map opens on night lights and population density with built-up and settlement extent from NASA GIBS, framed on East Asia; every other NASA layer, live feed and forecast waits in the layer list.

The interactive map needs JavaScript; the layer list and sources are below.

04Readiness

Readiness is not approval.

A readiness file describes a programme's evidence, risks and governance so that an institution can carry out its own review. GRA does not approve, rate, underwrite, lend or invest, and it recommends no counterparty.

05Issuance lens

What markets ask of a resilience-linked issue.

GRA does not arrange, structure or advise on any issue. These are the review questions as markets describe them.

Instrument familyWhat investors and arrangers review
Green, social and sustainability bondsUse of proceeds, project evaluation, management of proceeds and reporting under market principles such as the ICMA principles
Sustainability-linked bondsKey performance indicators, calibration of targets and the coupon step-up mechanism
Catastrophe bondsTrigger type, modelled expected loss, attachment and exhaustion probabilities, collateral arrangements
Sovereign bonds with state-contingent clausesClause trigger definitions, verification agent, effect on payment schedule
06Disclosure frame

Securities law sets the bar.

Risk statements in an offering document fall under securities regulation and its liability regime. IOSCO's objectives and principles frame disclosure; IFRS S1 and S2 frame sustainability information where adopted. In the United States the 2024 SEC climate rule never took effect and a rescission was proposed in 2026. Topic depth at equity and fixed income.

07Release

Who sees a readiness file.

A file is released only at the programme owner's written direction, to a party the owner chooses, with no fee tied to any transaction.

Questions and answers.

Does a readiness file mean finance is available?
No. It supports an independent review by the competent institution, which decides under its own rules.
