Strategic investments

Many states now invest directly in national priorities through strategic development funds, national infrastructure banks, industrial policy vehicles and co-investment platforms that bring in foreign capital. They can fill financing gaps that markets leave, but they also blur the line between commercial investment and public spending. This page sets out how strategic investment vehicles create value and fiscal exposure, how a double bottom line can be held to account, and who decides how much public capital they may commit.

01In brief

The short answer.

Strategic investment funds are state vehicles that invest directly in national priorities, such as development funds, infrastructure banks, industrial policy vehicles and co-investment platforms. They can fill financing gaps and mobilise private capital; their double bottom line is hard to hold to account, and borrowing off the budget can hide liabilities.

04The question

Strategic investments: how the risk develops.

Industry, infrastructure and national priorities. The dossier below sets out how the risk develops, what is measured, where the data come from, how it is modelled and who decides.

Mechanism

A double bottom line

Strategic vehicles pursue both a financial return and a policy goal such as jobs, industrial capacity or energy transition. Without a stated hurdle for each, weak financial performance can always be justified by policy benefit, and the reverse.

Mechanism

Crowding in or crowding out

A state investor can attract private co-investors by taking first loss or signalling commitment. It can also displace private finance that would have come anyway, or channel capital towards politically favoured projects.

Mechanism

Domestic correlation

Domestic strategic assets move with the national economy, the currency and tax revenue. A vehicle that concentrates in them gives up the diversification that protects public wealth when the domestic economy weakens.

Mechanism

Borrowing off the budget

Vehicles that borrow on their own balance sheet or under a sovereign guarantee add to public liabilities outside the headline debt figure. Rating agencies and creditors often treat that debt as sovereign in all but name.

06Indicators

What is measured, and how well.

Each indicator carries its unit, its cadence, the kind of source behind it and the evidence label a value would carry. No values are shown: a programme supplies them under its own authority.

10Core questions

What specialists ask.

  • How should funds with development mandates balance financial returns and policy outcomes?
  • How can strategic investments avoid crowding out private investment?
  • How should policy objectives be measured and reported alongside financial returns?
  • What risks arise when investment decisions respond to political priorities?
  • How do strategic investment vehicles interact with development finance institutions?
11Mechanisms

Drivers and dynamics.

Strategic and development funds invest domestically in sectors governments consider important: infrastructure, industrial capacity, technology and, increasingly, clean energy. They can mobilize co-investment from private and foreign investors by taking early risks or providing patient capital. At their best, they address genuine market gaps; at their worst, they become channels for politically favoured projects with weak returns.

Clear mandates, independent investment decisions, transparent reporting of both financial and policy outcomes, and co-investment alongside private investors on commercial terms are commonly cited safeguards. Industrial policy has returned to prominence in many countries, raising the stakes of good governance. Strategic vehicles can also accumulate concentrated exposure to a single sector or project, so their risks need to be read alongside the rest of the state's balance sheet.

14Questions

Questions and answers.

Is a strategic investment fund a sovereign wealth fund?
Some are classed that way and belong to the IFSWF; others are development banks or state holding companies. For risk, what matters is the mandate, the funding source, the borrowing powers and how losses reach the budget.
How can a double bottom line be held to account?
By setting a financial hurdle and named policy outcomes in advance, reporting both separately, and having an independent body review whether trade-offs between them were made explicitly.
Why does domestic investment raise risk for public wealth?
Domestic assets tend to lose value when tax revenue and the currency weaken too. A portfolio that concentrates at home loses much of its insurance value for the state.
Can a fund pursue both returns and policy goals?
Many do, but it requires clear priorities, measurement of both and governance that prevents policy goals from masking poor investments.
What is crowding out?
When public investment displaces private investment that would otherwise have occurred.
Does GRA identify strategic investment opportunities?
No. It does not identify, recommend or arrange investments.
Does GRA give advice on this topic?
No. GRA does not invest, manage assets, advise on securities or on their issue, or offer, solicit or recommend any security, fund or transaction, and it introduces no counterparties. Readiness work is not approval. Its analysis is shared, sector-level understanding.
