Sovereign Capital Nexus · Programme portfolioProgramme portfolio, in outline: domain structure with placeholder names and illustrative values, not a record.
The Sovereign Capital Nexus regions page maps its work on sovereign and public finance across the six Consortium regions: Africa, Asia and the Pacific, Europe and Eurasia, Latin America and the Caribbean, the Middle East and North Africa, and North America. A regional entry appears only where a programme record supports it, with its status.
Fig.A programme from scoping to the owner's decision. Design, not a record.
Hazard geography by country beside a debt clause that pauses payments after a disaster. Design index, not a rating.
Fund mandates, governance and markets.
Public commercial assets and risk.
Industry, infrastructure and national priorities.
Board, fiscal and institutional separation.
Commodity cyclicality and national wealth.
Cross-border exposure and restrictions.
Large sovereign funds are concentrated in resource-exporting economies of the Middle East, Asia and Northern Europe, while the countries most exposed to disaster losses often have little sovereign capital. The sovereign-debt figure sets hazard geography beside debt clauses. Fiscal context at Public Finance and Sovereign Debt.
Regional differences matter for Sovereign Capital Nexus because IFSWF standards are adopted at different speeds, and hazards and market structure differ. A regional entry would cite fund reports, debt data and public asset registers.
Programmes are listed as exploring, forming, constituted, active, paused or archived. Country and regional entries appear when a programme record supports them.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Subsidiarity | The principle that a decision is taken at the lowest level able to take it well, with a higher level acting only where the objective cannot be achieved closer to the people concerned; the Treaty on European Union states it. |
| Multi-level governance | Shared decision-making across local, regional, national and international levels of government. |
| Programme status | The recorded state of a programme on Nexus pages: exploring, forming, constituted, active, paused or archived. A plan is never presented as an activity. |

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
