Executive summary
The edition on a few pages: the abstract, the key messages, the headline finding and what each steward reads in it.
S.1Abstract
Germany enters 2027 having cut its greenhouse-gas emissions to 649 Mt CO₂e in 2024, 3.4% below 2023 and 48% below 1990, while closing its last nuclear reactors in April 2023 and ending its reliance on Russian pipeline gas within a year11617. Renewables supplied about 54% of gross electricity consumption in 20247. 2024 was the warmest year in the national record8. The floods of July 2021 killed more than 180 people, 135 of them in the Ahr valley, and caused damage of about €40 billion1415, yet only about 54% of homes carry natural-hazard insurance13. Low water on the Rhine in 2018 and 2022 restricted freight and industrial supply24; about 500,000 hectares of forest were damaged by drought, heat and bark beetles between 2018 and 202120; and flying-insect biomass fell by more than 75% over 27 years in protected areas18. This Baseline Edition fixes the reference state for the five core systems, maps the dependencies through which shocks travel, and sets the questions the first operational edition will answer in Q1 2027. It ranks nothing and decides nothing.

GCRI · KEY T
Technical Truth
The evidence supports a coupled reading of German risk.
GRF · KEY M
Public Meaning
For most people risk arrives as a flooded valley, a heatwave or an energy bill.
GRA · KEY F
Capital Meaning
Readiness implications only. Thin natural-hazard cover, a large new infrastructure fund and an energy system in transition show where finance-readiness evidence will matter.
NEXUS
Synthesis
Germany has rebuilt its energy system fast and observes its risks well, but its rivers, forests and valleys carry growing exposure.
S.6What this edition is, and is not
What this edition is
A baseline: the state of Germany’s water, energy, food, health and biodiversity systems in 2026, the dependencies between them, the risks that travel through them and the capabilities that hold them. It sets the questions the operational series will answer.
What it is not
Not a national risk assessment, an official warning or a rating. It decides nothing about any federal ministry, Land, municipality, operator or company. Competent authorities at federal, Land and local level keep every mandate they hold.
What comes next
Q1 2027 opens the operational series with a sealed Foundry evidence cut. Each later edition reports what changed against this baseline, new observations, source revisions, method changes, scenario updates and corrections.

Germany’s risk is coupled, not cumulative
Part I describes systems and their couplings. It assesses no authority and ranks no Land or region.
1.1The questions this part answers
Key questions
- Where is Canada’s risk concentrated, and in which systems?
- Which couplings carry shocks from one system to the next?
- Which capabilities hold under compound stress, and which are only documented?
- What must the 2027 programme measure first?

1.2The argument
Germany’s climate risks are usually discussed one at a time: a flood, a drought, a heatwave, a gas crisis. This baseline reads them as one coupled system. In July 2021 a few days of extreme rain turned small valleys into torrents; more than 180 people died in Germany, 135 in the Ahr valley alone, and damage reached about €40 billion1415. Attribution studies found the rainfall made more likely and more intense by climate change39.
The forcing is measurable. 2024 was the warmest year in a record that begins in 18818, and about 4,500 heat-related deaths were estimated in 20224. The first federal climate adaptation law took effect in July 2024, and the federal government adopted a precautionary adaptation strategy in December 2024910.
Water couples drought to the economy. In the dry summers of 2018 and 2022 low water on the Rhine, the country’s main freight artery, forced barges to sail part-loaded and restricted supplies to chemical and steel plants24. Power-plant cooling remains the largest single use of abstracted water12. The national water strategy of 2023 sets out how supply is to be secured to 205026.
The energy system has been rebuilt under pressure. Renewables supplied about 54% of gross electricity consumption in 20247; the last nuclear reactors closed in April 202316; and when Russian pipeline gas stopped in 2022, storage, new LNG terminals and demand cuts kept supply secure17. Emissions fell to 649 Mt CO₂e in 2024, 48% below 19901, but the 2030 target still requires about 35 Mt of cuts a year3.
Losses and nature carry slower but deeper exposures. Only about 54% of homes carry natural-hazard insurance13, so flood losses fall heavily on households and public reconstruction funds. About 500,000 hectares of forest were damaged by drought, heat and bark beetles between 2018 and 202120, and flying-insect biomass fell by more than 75% over 27 years in protected areas18.
This edition therefore treats German risk as a property of couplings, between rain, rivers, freight, power, forests and health, rather than a list of separate hazards. The matrix, risk objects, capability ladder and scenario that follow ask where a shock travels next and who holds the capability to stop it.
Power-plant cooling is the largest use of abstracted water, followed by public supply and industry. Agriculture uses little water today, but irrigation demand rises in dry summers12.

Implication
Flash floods in small, steep catchments give little warning and leave little time to act. Where homes are uninsured, recovery depends on public reconstruction funds, so flood exposure is also a fiscal exposure131415.
What would move it
Decisions on mandatory natural-hazard insurance, flood-warning reforms after 2021 and heavy-rain events in the 2027 summer would each move this finding.

Lenses and readings
The baseline is read through each steward’s lens, then once as a whole. Each lens is a projection of reviewed findings, not a separate argument.
6.1Three lenses
One edition, read by each steward. The lens of this site comes first.
GRA · KEY F
Capital Meaning
Readiness implications only. Thin natural-hazard cover13, a large new infrastructure fund40 and an energy system in transition7 show where finance-readiness evidence will matter. Nothing here is advice, a rating or an approval.
FIN-005 · ENE-006
GCRI · KEY T
Technical Truth
The evidence supports a coupled reading of German risk. Extreme rain, low rivers, heat and forest dieback are already recorded, and the energy system has shown it can absorb a supply shock. Evidence is strongest for emissions, floods and energy, and weakest for cross-system dependencies.
CLI-001 · WAT-004 · ENE-007 · SYS-012
GRF · KEY M
Public Meaning
For most people risk arrives as a flooded valley, a heatwave or an energy bill. The baseline asks that these be read as one system, and that public debate weigh who carries flood losses when nearly half of homes are uninsured.
WAT-004 · FIN-005 · HLT-008
NEXUS
Synthesis
Germany has rebuilt its energy system fast and observes its risks well, but its rivers, forests and valleys carry growing exposure. The 2027 programme should test the hot, dry Rhine summer, map flash-flood exposure and measure who carries the losses.

6.4Global Risks Forum reading: editorial essays
Four signed essays by the Reports editorial team set out the positions this edition takes. They are interpretation, labelled as such; the evidence they draw on is in the findings register.
The 2021 floods did not come from the great rivers but from small, steep valleys where rain ran off in hours. Flood defence built for slow river floods met a different hazard. Warning, evacuation and building in such catchments are now the frontier of German flood policy.
EDITORIAL ESSAY · 01
Small valleys, large losses
When the Rhine runs low, barges sail part-loaded and chemical and steel plants wait for inputs. A dry summer in the Alps is therefore an industrial event in the Ruhr. Freight resilience is water resilience.
EDITORIAL ESSAY · 02
The Rhine is an industrial lifeline
In 2022 Germany lost its largest gas supplier and still kept the lights on, then closed its last reactors in 2023. The system proved it can absorb a shock; the next test is flexibility as coal leaves and demand electrifies.
EDITORIAL ESSAY · 03
A transition tested by crisis
With nearly half of homes lacking natural-hazard cover, recovery after 2021 leaned on public funds. Whether that is a safety net or a hidden liability is the question behind the debate on mandatory insurance.
EDITORIAL ESSAY · 04
Uninsured is not unprotected, yet

Methodology
How the edition was made: methods, the model card, the evidence cut and its age, the acceptance record and the glossary.
A.1Methods
The baseline uses published values and four simple derivations. Each is shown in full so that any reader can reproduce it.
| No. | Derivation | Calculation | Result |
|---|---|---|---|
| (1) | 2030 target in tonnes | 1,251 × 0.35 | ≈ 438 Mt |
| (2) | Annual cut needed to 2030 | (649 − 438) ÷ 6 | ≈ 35 Mt a year |
| (3) | Change in emissions, 2023 to 2024 | 649 ÷ 672 − 1 | ≈ −3.4% |
| (4) | Homes without natural-hazard cover | 100 − 54 | ≈ 46% |
| Strength | Definition |
|---|---|
| STRONG | a disruption in the source system has historically changed the target system’s service or output within one season |
| MODERATE | an effect is documented but buffered or slower |
| WEAK | an effect is plausible but not documented at national scale |
| Label | Rule |
|---|---|
| Reported | value as issued by its source, with year |
| Inferred | reasoned from cited evidence; never a measurement |
| Estimated | Nexus analytical value with stated method |
| Scenario | conditional on stated assumptions |
| Expert input | structured editorial judgement awaiting evidence |

A.7Status words
| Status | What it means |
|---|---|
| Observed | Measured directly and published by the source. |
| Reported | Published statistics of an official or institutional source. |
| Declared | Stated by the body concerned; not independently measured. |
| Estimated | A Nexus estimate from cited evidence, with its method in Annex A. |
| Modelled | Produced by a stated model from cited inputs. |
| Inferred | Reasoned from cited evidence; not measured. |
| Forecast | A projection by the cited source. |
| Simulated | A simulation result under stated assumptions. |
| Scenario | A conditional statement under stated assumptions; never a prediction. |
| Expert input | Expert judgement, recorded with its basis. |
| Candidate | Proposed for a later edition; not yet evidence. |
| Evidence-quality levels (EQL 1 to 5) grade the source behind a value; they are not a score of the subject. | |
A.8How the edition is made, released and corrected
Every edition is built from a sealed evidence cut, reviewed under three keys, signed and deposited before any site shows it as published; corrections go to Nexus Standards as change proposals and feed the next cut.
| Step | What happens | Source |
|---|---|---|
| 01 Evidence arrives from the pillars | Foundry seals observations and indicator series, Universe hands over after-action and scenario findings, and contributions are screened at every gateway, including this site’s. | |
| 02 The cut is sealed | On the cut date the evidence is pinned under one identifier, so anyone can rebuild the edition from exactly what it was built on. | |
| 03 The edition is assembled | The edition is drafted from its template and content pack. Agents may draft; they never publish and never decide. | |
| 04 The keys turn | The Global Risks Alliance turns the capital key: its steward checks that no finding reads as advice, a rating or an underwriting decision. No edition moves on until every key has been turned by a named steward. | |
| 05 The gate opens | A named approver releases one exact digest of the edition; any change after this point is a new version, never a silent edit. | |
| 06 Signed and deposited | The PDF, the web edition and the data bundle are signed together with a manifest and an RO-Crate description, and deposited on Zenodo with a concept and a version DOI. | |
| 07 Published on five sites | Only then do the five Reports sites show the edition as published, each reading it through its own lens. | |
| 08 Corrections go to Standards | Method and correction findings go to Nexus Standards as change proposals; citations, corrections and new contributions feed the next evidence cut. |
A teaching model of the process, not a forecast and not a record of any run; dates and counts on this page come from the programme record. Sources: Reports governance at Global Risks Alliance (2026); Zenodo, repository of record for Reports deposits (2026).
Lifecycle, one state at a time: Draft, Computed, Evidence bound, Reviewed, Approved for release, Published, Corrected, Superseded. This edition is a draft.

- Couplings
- CLI → WAT → INF flash floods; WAT → TRD low water; TRD → industry inputs
- Capability evidence
- reconstruction after 2021; part-loading and diversion in low water
- Gaps
- warning reach in small catchments; freight alternatives
- Agenda items
- A-01 · A-02 · A-03
The Ahr rose faster than warnings could travel; most deaths occurred at night in the lower valley [14].
FLOOD
Hours, not days
Chemical and steel plants along the Rhine rely on barges for bulk inputs; low water cuts their supply [24].
FREIGHT
One river, many plants
With many homes uninsured, reconstruction rested on federal and Land funds [13] [14].
RECOVERY
Public funds carry the load
B.5Germany system card
The card through which Germany appears in the Europe regional edition and the global series. It summarises; it does not rank.
| System | Baseline state | Coupling to watch | Coverage |
|---|---|---|---|
| Water | flash floods and low Rhine water | freight and industry | GOOD |
| Energy | about 54% renewable power | flexibility after coal | GOOD |
| Food | major EU producer | drought | PARTIAL |
| Health | heat burden among older people | heat and care capacity | GOOD |
| Biodiversity | insects and forests declining | drought and pests | GOOD |
The Germany card sits beside its neighbours; the Rhine, electricity trade and supply chains are read as one regional system.
EUROPE REGIONAL EDITION
One regional system
German evidence enters the water, energy, food, finance and climate sector reports through the same finding identifiers.
GLOBAL SECTOR SERIES
Same findings, same IDs
In the global edition Germany is read against peer distributions and thresholds, never placed in a league table.
GLOBAL FLAGSHIP
Peers, not ranks

Find and follow
Search the open indexes for Germany; software is cited by its SWHID from Software Heritage, and a quantified scenario run is preregistered on OSF before it is run. Annotation is your choice: Hypothesis opens this page in its own viewer.
Mirrors and harvest
The DOI is canonical. At release each signed bundle is also given an IPFS content identifier and a bloxberg anchor as mirrors; both are listed in the record once they exist. Zenodo exposes every record over OAI-PMH, and reviews and endorsements can arrive through COAR Notify where the repository supports it.
